"ORA-12637: Packet Receive Failed" Error While Connecting To The Database Using JDBC 19c Version, But It Works Using JDBC 11g (Doc ID 2930207.1)

Symptoms

"ORA-12637: Packet receive failed" error while connecting to the database with JDBC 19c version, but this same configuration works while using JDBC 11g.

The issue does not happen when the program is running in the same network segment as the database nodes.
This is only happening when the client and the database server have the firewall between them.
This is also not happening when using the 11.2 JDBC driver.
