"Could Not Load Program" Error When Running Reports Executables Like Rwconverter and Rwbuilder

Symptoms
Oracle Forms and Reports have just been upgraded from version 6i to 12.2.1.4.0. When attempting to run rwconverter.sh or rwbuilder.sh, the following error occurs:
ERRORS

Could not load program rwconverter:
rtld: 0712-001 Symbol pppjmp was referenced from module /<path>/lib/libde.so(), but a runtime definition of the symbol was not found.
rtld: 0712-002 fatal error: exiting.
OR
Could not load program rwbuilder:
rtld: 0712-001 Symbol pppjmp was referenced from module /<path>/lib/libde.so(), but a runtime definition of the symbol was not found.
rtld: 0712-002 fatal error: exiting.
Steps to reproduce:
The issue can be reproduced at will with the following steps:
1. Log on to the server.
2. Go to $DOMAIN_HOME/reports/bin.
3. Execute either of the commands below:
