After Applying OSS BP 33123763 Oracle HTTP Server Startup Hangs For Over 4 Minutes On IBM AIX Servers (Doc ID 2930823.1)

IBM AIX on POWER Systems (64-bit)

Symptoms

On AIX platform after applying <Patch 33123763> OSS BUNDLE PATCH 12.2.1.4.210716 Oracle HTTP Server(OHS) instance starting takes over 4 minutes instead of the normal 30 seconds resulting in startup failure errors.
During the startup period ps listing shows httpd processes are running.

ohs_nm.log showing OHS timeout error 2 minutes after startup due to no response from OHS:
