After Applying the WLS CPU Patch 34974729 or Later "lib_capture_httpclient" Deployment is Stuck in a Prepared State (Doc ID 2930888.1)

Symptoms

After the WebLogic Server (WLS) CPU Patch 34974729 or later, lib_capture_httpclient is Stuck in Prepared State.

The WebCenter Enterprise Capture application (WEC) may or may not fail start up. 

The below exception appears in the logs:

<BEA-149205> <Failed to initialize the application "lib_capture_httpclient [LibSpecVersion=4.5,LibImplVersion=4.5.6]" due to error weblogic.application.library.LibraryDeploymentException: [J2EE:160145]Failed to deploy library Extension-Name: lib_capture_httpclient, Specification-Version: 4.5, Implementation-Version: 4.5.13, because of conflicting library Manifest values, and library information registered with the server: [Implementation-Version: 4.5.13 vs. 4.5.6]. Check the library MANIFEST.MF file and correct version information there to match server settings, or undeploy the misconfigured library.
