XML Items Are Grayed Out When Creating A New Application

Symptoms
It is not possible to use the XML editor features in a new JDeveloper workspace because the items under "General > XML" are all greyed out and cannot be selected.
This can be verified with the following steps:
1. Open JDeveloper
2. Click on "File > New > From Gallery..." or "File > New > Application..."
3. In the appearing popup, in the "Categories" pane, click on "General > XML": all the items in "Items" pane cannot be selected as they are greyed out.
