MDS Import Fails To Import The Contents To MDS from EM console (Doc ID 2932965.1)

Goal

When the MDS jar is imported to MDS from EM console it fails to import the MDS , however it shows successful. However from jdeveloper MDS import works fine. Issue only happens if the MDS xsd has reference to other XSD.
