LDAP Connection Through SSL Fails with Message "Failure - LDAP Connection has been Closed" (Doc ID 2933152.1)

Trying to connect to LDAP through SSL fails with this error:

Status: Failure -LDAP connection has been closed

The connection is configured using Custom JDBC URL in SQL Developer.

Going through a non-SSL port works.
