Connecting Standby Database Shows ORA-16000 and Viewing Table Data in Data Grid is Empty (Doc ID 2935292.1)

Using SQL Developer and connecting to Standby Database shows below error. Primary Database has no issue.

Connecting Standby Database using SQLplus works fine.

ORA-16000: database or pluggable database open for read-only access

By passing the error and running SQL in Worksheet works fine and shows data. When quering the Table/View data in data grid shows empty rows.

Enabled logging and ORA-16000 errors appear in the log.

Updated database from 19.3 to 19.16.1.0.DBRUR:221018 patchset on Primary and Standby database.
