Intermittent ORA-03137: Malformed TTC Packet From Client Rejected On Both The Client And Database (Doc ID 2936458.1)

Symptoms

An application deployed on Weblogic 12.2.1.4 and connecting to Database 19.14 gets intermittent errors that show up both in the JDBC application side as a Java stack and the database side in the alert.log
This error is linked to an update of a CLOB column and in particular to special character values such as emojis
The JDBC driver is supplied by the Weblogic 12.2.1.4 installation and shows up as version 19.3 in the application logs
