SQL Developer Returning Square Instead Of Correct Character (Doc ID 2936809.1)

Symptoms

SQL Developer is returning a square’ instead of correct character on a number of desktops, however running the same version of SQL Developer.
On a Windows Server results in the correct character being displayed.

An example character suffering from this is chr(146) for a right single quote

The database is running Oracle 12.1.0.2
The NLS Characterset is WE8ISO8859P1
NLS_LANG is set as ENGLISH_UNITED KINGDOM.WE8MSWIN1252

From comparing the machines, they appear to have the same configuration options in SQL Developer for Font, Environment settings.
So far, it is working correctly on a Windows 2016 Datacenter Server, and failing on Windows 10 and Windows 11
