Vanity URL with HTTP 404 Error

WHAT IS NOT WORKING:
When requesting a new vanity url from and unauthenticated session (i.e. as DefaultReader), http://{host}:{port}/sites/{site_prefix}/{webreference_url_path} we receive a 404 error.

The sites.log shows the following error:

WHAT IS WORKING
When requesting the same new blob vanity url with an authenticated user session (e.g. fwadmin), the url returns as expected.
- After this, the url will return correctly for non-authenticated sessions.
