As part of the upgrade from Oracle Application Server 12.2.1.3.x to 12.2.1.4.x, running the WLS command "reconfig" Fails "CFGFWK-60953 ..."

Following Release 12.2.1.4, Upgrading Oracle WebLogic Server, 3 Reconfiguring WebLogic Domains, Reconfiguring a WebLogic Domain in Graphical Mode
Single tier upgrade
Left the FMW 12.2.1.3 Infrastructure and OAM 12.2.1.3 in place
Installed FMW 12.2.1.4 Infrastructure and OAM 12.2.1.4 in a <NEW_OAM_HOME>
Domain directory is <DOMAIN_PATH>/user_projects/domains/aserver/OAMDomain
Ran the <NEW_OAM_HOME>/oracle_common/common/bin/reconfig.sh utiity, which fails "Validating Domain" stage of the recofiguration progress
