After Upgrade from 11g to 12c, the binaries with Special Chars in filenames are not opening in UI

Symptoms
After upgrade to Sites 12c from Sites 11g, the migrated binary files in assets are showing as not found when accessed from contributor UI.
Following Doc ID 2045748.1 we proceed to set the LANG as stated, the issue still remains.
We also set the prop sun.jnu.encoding in WLS script. Once done, we were able to upload blobs with special chars in the filename (and open them) but we were unable to open any migrated blob with special chars.
