JVM Controller Does Not Start from EM Console (Doc ID 2939199.1)

Symptoms

A JVM Controller is created using the EM Console. All attempts to start the JVM Controller from the EM Console fail. No error is thrown on the screen but the Controller does not start.

The JVM Controller will start from from the command line and will also autostart when a Report is called from a Form.

The WLS_FORMS log file shows this error:

 

Caused By: java.lang.StringIndexOutOfBoundsException: String index out of range: 21
	at java.lang.String.charAt(String.java:658)
