Symptoms
The Admin Server uses Oracle Platform Security Service (OPSS) to authenticate during startup. If the datasources for OPSS or Metadata Services (MDS) are not available, then the Admin Server will go into an ADMIN state, and managed servers like Oracle Identity Management (OIM) or Service Oriented Architecture (SOA) will also fail to start.
In the server log for the Admin server, there are other more telling errors to explain why the OPSS datasource is not available. An example of a key element of the error is highlighted in BOLD below:
Another helpful clue to this problem is visible in the Weblogic Serrver (WL)S Console. When displaying the datasources, and reviewing the 'Targets' or 'Monitoring' tabs, no servers will be visible. Per the Weblogic support team, if no servers are listed, this indicates that the datasource failed to start and is not available.
