Log Shows "MDS-01906: A label with same name preDeployLabel_soa-infra already exists" (Doc ID 2940764.1)

Symptoms

Two managed servers are configured on two different machines (soa_server1 and soa_server2).  When the cache, tmp, or log directories are renamed for AdminServer, soa_server1, and soa_server2 and restarted, the following errors are shown in the log file:

The issue can be reproduced at will with the following steps:
1. Configured two managed servers on two different machines.
2. Rename cache, tmp, and log directories for AdminServer, soa_server1, and server2 then restart.
3. Log file shows the errors.
