Oracle Identity Governance (OIG) 12c: Certification Not Picking IS_REQUESTABLE=0 Entitlements (Doc ID 2942304.1)

Symptoms

When running an entitlement certification which does selection based on a criteria, the entitlements which satisfy the selection criteria but have "IS_REQUESTABLE=0" in catalog are not included in certification.

The diagnostic log shows :

In Oracle Identity Manager (OIM) 11g, a similar issue existed at entitlement selection and was fixed as a bug.
