OracleShardRoutingCache Does Not Filter Shards by Region Names or Service (Doc ID 2942333.1)

Symptoms

When using application-tier sharding functionality with the Oracle Universal Connection Pool (UCP), the class OracleShardRoutingCache does not filter routing data by region or service.

Instead, the call to OracleShardRoutingCache.getShardInfoForKey returns data for all regions and services, including unwanted regions and standby shards.
