Issue With SB_JMS Proxies: EJP shows status "Initializing" and proxy status is "Warning" (Doc ID 2942602.1)

In our TEST1 environment we are seeing a different issue that we believe is causing the SB_JMS_Proxies in that environment to be in a warning state.
In the JMS Server settings page, in the monitoring section, the TEST1 environment does not show any of the 34 active destinations (our JMS Queues). .

Also in the file called SB_JMS_Proxy_Monitoring, In the same TEST1 environment the Application Monitoring section states that it the MDB cannot connect to the destination. In the EJB MDB monitoring section, it shows that the MDB is disconnected because it is stuck in the "INITIALIZING" phase indefinitely.
