Clustered OID 12c Startup Intermittently Fails with "ORA-25408: can not safely replay call" (Doc ID 2943673.1)

Symptoms

Starting Oracle Internet Directory (OID) 12c in a multi-component, multi-host / cluster environment fails intermittently and the following errors are seen in the logs:

oidmon.log:

 

As a consequence, each time this happens the only workaround is to follow the steps described in Doc ID 2345393.1 to be able to start the OID components.
