Static Png Files Are Not Found When Displaying Webpage

Symptoms
On: APEX 21.2.9 / ORDS 21.4.3
When accessing to APEX application, the images from Static Files are not loading. Accessing the files results in error message:

Failed to load resource: the server responded with a status of 404 (Not Found)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.- Clone a 19c database (multitenant) with APEX 21.2 and ORDS 21.4.3
2.- Archive the cloned database
3.- Moved the archived file to a new VM with a new CDB and installed the PDB
4.- Everything appears to be working correctly on the new VM except for the static files.
