Unable to use OSB Pipeline Template in JDeveloper project

Symptoms
When using Jdeveloper Quickstart version for OSB and creating a pipeline, there are no templates listed in the first step of the wizard
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. From the New option, select "Pipeline"
2. When the wizard opens, in its first step the templates list does not have any element and is shown with a red outline

The issue has the following business impact:
Due to this issue, users cannot create a pipeline
