The IPM_server Reported as Failed and Down in WLS but is Accessible from the Imaging Client

In an environment, emails are sent if there is a problem with a server via Enterprise Manager. The following error was reported via email:
#### <IPM_server1> <[STANDBY] ExecuteThread: '3' for queue: 'weblogic.kernel.Default (self-tuning)'> <> <> <[severity-value: 4] [rid: 0] [partition-id: 0] [partition-name: DOMAIN] > Reason: Thread deadlock detected>
WebCenter Content: Imaging is reported as "Failed" in the WebLogic Server Console, and "Down" in Enterprise Manager, however the Imaging Client is running and available in all respects and there are no reports from the end users.
