WebCenter Content 12.2.1.4.0 configured with Inbound Refinery.

Either newly installed or migrated from a pervious WCC version.

The IBR Managed Server starts but is not accessible. Opening the IBR page returns a 404 error.

The <IBR Managed Server>.out log shows the following:
