Check In and More Buttons on the Right-Hand Side of the Document Manager Task Flow do not Display in the Viewable Area (Doc ID 2946051.1)

Symptoms

After applying WebCenter Content Bundle Patch 12.2.1.4.210119 (patch 23979849), the Document Manager task flow on a WebCenter Portal page does not add a vertical scroll bar after resizing the browser window horizontally. 
This causes the Check In and More buttons on the right-hand side of the Document Manager frame to not display within the viewable area and are off to the right.
