Symptoms
When Authentication uses the X509 Authentication Scheme it fails with "System error. Please re-try your action. If you continue to get this error, please contact the Administrator."

Steps To Reproduce
1. Change the LDAPScheme to X509
2. Call a resource which is protected by the X509 authentication scheme
3. On the browser the CAC and pin are presented to the end-user
4. Then the error "System error. Please re-try your action. If you continue to get this error, please contact the Administrator."
