Appmerge Does Not Remove "library-ref" in Output for WAR Archives (Doc ID 2948374.1)

Symptoms

Running appmerge for WAR generates incorrect output WAR.
The merged WAR still has library-ref element in the WEB-INF/weblogic.xml file, which should have been stripped out by the appmerge task.

Due to this, the merged war fails to deploy as application, it complains about missing shared library dependency.
