OSB Diagnostic Logs Are Not Generating Or Missing (Doc ID 2948670.1)

Symptoms

There is an issue where logs can not be seen through out the day for around 30 minutes for OSB.

For example, osb_server-diagnostic100.log  will jump to osb_server-diagnostic120.log. The values between 100 and 120 are not present.
