RCU-6131 Error while connecting to the database when using RCU (Doc ID 2949931.1)

Symptoms

While installing SOA Suite 12.2.1.4.0 and creating schemas using RCU, the following error message was seen:

"ERROR assistants.rcu.backend.action.JDBCAction: oracle.sysman.assistants.rcu.backend.action.JDBCAction::perform:
ERROR - RCU-6131 Error while connecting to the database.
CAUSE - RCU-6131 An error occurred while connecting to the database.
ACTION - RCU-6131 Provide correct database details and try again, or contact the system administrator. - IAU_APPEND
oracle.sysman.assistants.common.dbutil.SQLFatalErrorException: Unable to connect to the database using the provided details."
