SAML Federation Looping When Authentication Level Set To Higher then 2 (Doc ID 2950833.1)

Symptoms

When the authentication level of the authentication scheme created when registering identity partner is set to level 3, then authentication goes into looping and never completes. If we just change the authentication level to 2, the authentication completes successfully.

Changes

 Authentication Level of IDP specific scheme increased.
