Connecting to ATP DB Using Wallet Fails with "IO Error: Network Adapter Could Not Establish Connection" (Doc ID 2951510.1)

Symptoms

Trying to create a connection in SQL Developer to an Autonomous Database using the Cloud Wallet connection option fails with the following Network Adapter error:

TNS connection type also fails with the same error.

The connection is successful using Oracle Integration Cloud with the same wallet / tnsnames.ora file; however, the network adapter error is seen when the attempt is done through SQL Developer on a particular PC.
