Imaging 12c Annotations Not Rotated Properly In Unified Viewer After Migration/Upgrade From 11g (Doc ID 2953885.1)

Symptoms

For some images migrated from 11g, the annotations do not displaying properly in the WebCenter Content: Imaging Unified Viewer.  The annotations are rotated 90 degrees on the image.
