NullPointerException when NLS_LANG is set in SQLcl 23.1

After upgrading SQLcl to 23.1 the following does no longer work:

Same error is seen in a Windows environment

Though it seems that SQLcl still works, no error should show up when using a different NLS_LANG setting.
