SOA Purge Job Hanging (Doc ID 2954737.1)

Goal

Our SOA Purge Job started as usual on May 28th however is currently hanging
- No Database bounces, recovery or configuration changes
- June 5th the May 28th Purge Job's Session was killed. When the session was killed the June 6th job started however has not completed and is not currently deleting any records.
- Interestingly, the SQL ID, ending in 8drx54 that is running for the 06-Jun start was the same SQL ID from the 28-May start that was killed on 05-Jun. We are seeing blocking sessions
