ECE Cache Federation Throws Error - "No valid configuration for cachePersistenceConfig ..." (Doc ID 2956810.1)

Goal

Configured the ECE cache federation for two sites using ACTIVE_PASSIVE topology. When staring replicateAll for ReplicatedFederatedCache, the following error is thrown :
