JDBC Connections Using SSL Fail When Connecting to RAC Database (Doc ID 2957160.1)

When using the 12.2 or above JDBC driver against a 19c database, SSL connections are successful when connecting to a standalone database.  However, connecting to a RAC cluster fails.

On the application side, the errors resemble the following:

No errors are seen in the listener log.

The problem happens whether connecting through a SCAN listener, or bypassing the SCAN listener.

The problem still happens when running the test program directly on the database server, bypassing the network.
