Portal Webcache Invalidations Are Not Working, WWC-40018, WWC-40019, HTTP-404 are Raised. (Doc ID 295924.1)

When enabling the webcache in Portal:
->Builder
    -> Administer TAB
        -> Global settings
             -> cache TAB

WWC-40018 error with HTTP-404 is raised.

A TCP sniffer placed on the webcache invalidation port doesn't show any packet coming. In Portal 10.1.4.0.0 it might show a result as being reported as a possible DNS error as apposed to a 404 error.

All invalidations examples found in middle tier $ORACLE_HOME/webcache/examples are working fine.
When clearing the webcache in Portal ->builder-> administer TAB -> Global settings -> cache TAB WWC-40019 is raised.

Running the following query in SQLPLUS as PORTAL user fails in timeout:

select utl_http.request('http://mymiddletier.oracle.com:4001', null) from dual;
   
    ERROR at line 1:
    ORA-29273: HTTP request failed
    ORA-6512: at "SYS.UTL_HTTP", line 1577
    ORA-12535: TNS:operation timed out
    ORA-6512: at line 1


where mymiddletier.oracle.com is the machine hosting the webcache and 4001 is the webcache invalidation port.
