OID - RAD Details Do Not Display in OIDDAS for a Privileged non-orcladmin User (Doc ID 296035.1)

Symptoms

 NOTE: This applies to all versions of DAS and to any version of OID. Although OIDDAS can only be up to version 10.1.4.3, the underlying OID can be any version.

Resource Access Information details don't display in OIDDAS for a privileged non-orcladmin user.

Steps to reproduce:

Login to OIDDAS and create a Resource Access Information entry while logged in as a privileged non-orcladmin user
Login to OIDDAS as orcladmin
The Resource Access Information details can be viewed
Log back in to OIDDAS as the privileged non-orcladmin user
The Resource Access Information details fail to display, although the entry is listed. It's just that the attributes appear to not have any values.
