WebLogic Server Does Not Start After OS Reboot (Doc ID 2960380.1)

Symptoms

In an environment where nodemanager is registered as a Windows service, if the OS was rebooted while the nodemanager and the admin server ware still running, the nodemanager and the admin server ran at OS startup.  However, after applying the WLS STACK PATCH BUNDLE 14.1.1.0.230329 patch, only the nodemanager runs, not the admin server.
