OHS 12.2.1.4 Fails to Start after Reboot of OS (Doc ID 2961050.1)

Symptoms

Recently upgraded to OHS 12.2.1.4 and rebooted OS. After the reboot, requests from a java application runing in the AIF cluster to a SOAP request to SOA web service started failing with an HTTP 400 error.
