Symptoms

When trying to upgrade Opatch to 13.9.4.2.12 using "java -jar <PATCH_HOME>\6880880\opatch_generic.jar -silent oracle_home=<ORACLE_HOME_LOCATION> -debug -logLevel finest" option, it fails with the below message:
