July 2023 CPU: Oracle WebLogic Server 12.2.1.4 and 14.1.1 PSU/SPB Fail to Apply with "GDR-70005: Failed to apply inventory patching to home." (Doc ID 2962593.1)

After upgrading to OPatch 13.9.4.2.13 as part of July 2023 Critical Patch Update (CPU) patching for Oracle Fusion Middleware(FMW) or Oracle WebLogic Server(WLS), the application of the WLS PSU fails with the following errors.
This is applicable to both 14.1.1 and 12.2.1.4, seen to occur on both Windows and Linux(likely other Unix based OSes), and can occur when applying the PSU directly via OPatch or using the SPB(via spbat or napply).

NOTE: Not everyone will encounter this issue. It will occur depending on the inactive patches in the Oracle Home. The known patches which lead to the issue are:
12.2.1.4: Patch:33059296 WLS PATCH SET UPDATE 12.2.1.4.210629
14.1.1.0: Patch:34429365 WLS PATCH SET UPDATE 14.1.1.0.220727

Inactive patches can be seen by running OPatch command, 'opatch util ListOrderedInactivePatches'.

14.1.1.0: Patch:34429365 WLS PATCH SET UPDATE 14.1.1.0.220727
