Admin Users Can Not Use Annotation Capability in WCC 12c (Doc ID 2963490.1)

Symptoms

I would like view and edit annotation to a content in WebCenter Content (WCC) 12c via Content UI (aka. ADF UI).

However, the icons for annotation feature are not appear in Document Page Toolbar like the document explains even when I logged in to the UI with admin user (e.g. weblogic).
