WebLogic Admin Server Hanging to Start During Failover (Doc ID 2966481.1)

Symptoms

EDQ installed on WebLogic. During failover, WLS Admin Server failing to start hanging after logging "<BEA-002959> <Self-tuning thread pool contains ....>" log message.  Thread dumps show that the threads are hanging at JPS startup.
