Additional Empty Panel Hiding BPM Views In Workspace (Doc ID 2967586.1)

Symptoms

After upgrade from BPM 12.2.1.2 to 12.2.1.4 there is empty panel bottom left screen hiding list of BPM views. End Users are confused thinking that some of views are missing. Scroller of bpm views ends on top of empty panel which is confusing as well.
The issue occurs only for Non-administrator users.
