After Upgrading to 12.2.1.4.0 Seeing Max Constraint Reached with Two Modules "weblogic.unicast.ForwardingWorkManager" and "weblogic.unicast.DispatchWorkManager"

Symptoms
After upgrading the WebLogic from 12.1.1.0 to 12.2.1.4.0, the deployed application is having issues with two modules "weblogic.unicast.ForwardingWorkManager" and "weblogic.unicast.DispatchWorkManager" respectively. Because of this the server becomes slow and the requests reach from 0 to 8193 (This number is Max). Upon restart everything works fine with no issues for a while, and reproduces again.
Also, the issue is intermittent upon restart, the same issue could be noticed in a different server. (In this scenario, there were 4 Managed Servers. At a time the issue can be seen in only one server). Below entries are seen:
