"SUPPORT URI" and "SUPPORT EMAIL" should not be required when using OAUTH 'client_credentials' (Doc ID 2970389.1)

Symptoms

When creating a new OAuth client, "Support URI" and "Support Email" are required
These 2 parameters are useful for OAuth client types 'implicit' and 'authorization_code' where they are shown in the approve page.
These 2 parameters are not used by OAuth client type 'client_credentials' since there is no approval page, however they are required.
