Unable To Find The Class Even When The Needed Jar File Is Added In The $domain/lib Folder (Doc ID 2970585.1)

Symptoms

On : 12.2.1.4.0 version, OSB Core Functionality

Customer have an OSB service which is using a Java callout which is calling a custom made Java class[which calls a external API]. And the custom made Java class has dependency with multiple external Jars. We have kept the custom Java Jar file in OSB service folder. And the external Jar files which Custom java cl refers are kept at $Domain/lib folder. When we test, we are getting the below error. The Jar file which has the Java class mentioned in the error is placed in $Domain/lib folder. Still , the osb service is not able to find the class. We suspect it might be a bug from Oracle. We have tested the same from Jdeveloper and it is working fine.
