Unable To Open Documents In Imaging Viewer and Error "Document [DocID] failed image conversion and cannot be stored in the cache at this time" Occurs (Doc ID 2971337.1)

Symptoms

The following error is seen in the Imaging viewer when attempting to view a PDF:

Document [DocID] failed image conversion and cannot be stored in the cache at this time. Please review the server log for details on the cause of the error. To download and view locally, use the Download menu item from the File menu of the Viewer.
