ORDS V22.2 To V23.1 Upgrade Failing With Insufficient Privileges (Doc ID 2971426.1)

Symptoms

On : 23.2.2 version

Attempting to upgrade a AWS RDS 19c database from APEX v22.2 to v23.1 and ORDS v22.2 to v23.1.
The APEX upgrade was simple since it's an RDS instance (just modified options group in RDS),
However after downloading the latest version of ORDS (23.1) and running the following command to upgrade ORDS, the
upgrade is failing with the following errors:
